The HR Ownership Map
Make ownership visible. Eight questions to find the gaps, overlaps and unclear responsibilities hiding inside a recurring HR process.
Start small: joining, payroll inputs, or an employee query. Map what actually happens before designing an improved arrangement. Most HR breakdowns are not capability problems — they are ownership problems nobody wrote down.
This is a management aid, not a compliance assessment. Use it to open a conversation about who owns what, not to audit anyone.
Eight questions for one process

Record any gap, overlap or decision without an owner. Confirm the updated arrangement with everyone involved. This is a management aid, not a compliance assessment.
Why this works
Pick one recurring HR process and walk it end to end: who supplies the inputs, who does the work, who approves it, and who resolves an exception. Most arrangements that look fine on an org chart fall apart at exactly one of those four points, and nobody notices until something is missed.
This is especially useful before handing a process to an outsourced partner, or after a reorganisation, when ownership quietly drifts and nobody re-confirms it.
This tool pairs well with how we think about outsourcing accountability.
