Procurement Engineer – Site
Run site-level procurement on a refinery EPC project at Numaligarh, Assam — keeping bulk materials, consumables and services flowing to construction on time, on budget and fully compliant, working closely with the home office procurement team, site construction, stores and vendors.
About the role
This is a site-based procurement role on the Numaligarh Refinery Limited (NRL) EPC project in Assam. You'll be responsible for the timely, compliant and cost-effective supply of materials, consumables and services that keep construction moving.
It's a role for a hands-on procurement engineer who is comfortable at a remote project site: buying what the site needs, chasing what the home office has ordered, developing local vendors, and flagging supply risks to construction before they become delays.
What you'll do
- Plan and execute site procurement of bulk materials, construction consumables, tools and services in line with project requirements and approved procedures.
- Float enquiries, obtain and evaluate quotations, prepare comparative statements and issue purchase orders within delegated authority.
- Coordinate with the home office procurement team on the status of engineered equipment and materials, and expedite deliveries to site.
- Identify, evaluate and develop local and regional vendors and service providers.
- Track purchase orders, delivery schedules and shortages, and escalate risks to construction progress in good time.
- Coordinate with stores and quality teams on material receipt, inspection, documentation and resolution of discrepancies.
- Support procurement of subcontract services and site-level work orders, as required.
- Ensure compliance with commercial and statutory requirements, including GST and e-way bill documentation.
- Maintain procurement records and prepare periodic status reports for site management.
- Ensure adherence to company and client procurement procedures, including audit requirements.
What we're looking for
- A B.E./B.Tech in Mechanical Engineering or a related discipline. A Diploma in Engineering with strong relevant experience may be considered.
- 5–10 years of procurement experience, including site procurement on oil & gas EPC projects (refinery or petrochemical experience preferred).
- Sound knowledge of piping, mechanical, electrical and instrumentation bulk materials and their specifications.
- Working knowledge of ERP-based procurement systems, such as SAP MM.
- Strong negotiation and commercial skills, with good coordination and communication across site teams, vendors and the home office.
- The ability to work under schedule pressure in a remote project-site environment.
- Proficiency in MS Excel and MS Office.
- Willingness to be based at the NRL project site in Assam for the duration of the assignment.
Nice to have
- Familiarity with procurement procedures on public sector client projects.
- Refinery or petrochemical project experience.
